Just saw this get picked up in the WSJ. An LA based agency called Spot Runner is enabling smaller companies with less budget to create TV ready adversiting. Desktop tools are very high in quality, and require less of a learning curve, making this possible. The site also allows customers to pick their own schedule/media mix and is using volume pricing (think co-op) to make it happen cheaper than would normally be possible.
